Communications and multimedia sector
The access instruments ensure access to regulated wholesale services are provided on a reasonable and non-discriminatory manner in order to promote fair competition in the communications and multimedia sector in Malaysia. With a competitive environment, this will encourage availability of competitively priced products, facilitate greater innovation in the provision of services and the development of new technologies and digital services.
There are 23 wholesale services that are regulated. Some of the key regulated wholesale services are Layer 2 High Speed Broadband Network Service with Quality of Service, Layer 3 High Speed Broadband Network Service that would encourage the provision of high-speed broadband services by different service providers to end users. In addition, the Digital Terrestrial Broadcasting Multiplexing Service also allows content providers and broadcasters to use the digital terrestrial broadcasting platform to create and disseminate innovative digital content. Further, a range of passive infrastructure are also regulated such as Infrastructure Sharing and Duct and Manhole Access which would further encourage the deployment and coverage of network infrastructure.
